Identifying essential competencies for evaluators has received significant attention in recent years yet practical examples of how to apply competencies to real-time learning in complex environments are lacking. In particular, the experience of those at the local level - ultimate beneficiary individuals (UBIs) - can get lost when evaluations take a systems perspective. Both global and local perspectives is needed, achieved through 'zooming in an out' (glocal thinking). Presenters will describe the competencies embedded in the 'Learning as We Go' evaluation approach which is based on principles of utilization-focused developmental evaluation and glocal evaluative thinking. This builds capacity in evaluators to engage in learning and adaptation processes with public sector programs that improve the lives of those most impacted by inequitable and unsustainable global systems - the ultimate beneficiary individuals.
